    Contract for Exploratory Evaluation of Louisa County Circuit Courthouse Dome was awarded on 11-28-07 to Preservation Trades Company with the following justifications:
    1. Nature of the building in need of repair.
    2. Damage is evident in the courtroom and needs to repaired as expeditiously as possible. Vendor has a work force in close proximity to the County that will allow them to do work in expeditious manner.
    3. The Company has experience in examining and restoring structures similar to the Circuit Courthouse
