The Louisa County Board of Supervisors will hold a public hearing on the following item at 7:00 p.m. on Monday April 21, 2008, in the Louisa County Public Meeting Room, Main Floor, Louisa County Office Building, Louisa, Virginia:
Public Hearing – Abandonment of the state owned and maintained right-of-way along State Route 749, from the southern end of the road for approximately 614 linear feet north towards State Route 33, in the Green Springs Voting District.

Public Hearing - REZ17-07; Douglas E. Darling, Applicant; Orchard Vista 11-76 LLC, Doctors Green 11-78 LLC, Ledyard Estates 11-79 LLC, Piedmont Overlook 11-80 LLC, Pine Glen 4-8 LLC, River Bluff 4-12 LLC, Timber Hills 4-13 LLC, Anna Overlook 4-14 LLC, Fox Vale 4-15 LLC, Owners; request conditional rezoning of approximately 1072.3302 acres from Agricultural (A-2) to Rural Estate (RE). The property is located on the north side of Route 639 (Doctors Road), east of the intersection with Route 794 (Ponderosa Road). The property is further identified as tax map parcels 11-76, 11-78, 11-79, 11-80, 4-8, 4-12, 4-13, 4-14 and 4-15, in the Green Springs Voting District. The 2006 Comprehensive Plan designates this area as Agricultural/Very Low Density Residential.
Public Hearing - REZ02-08; William H. Towsey, Jr., Applicant; Glawson Holdings, LLC, Owners; request rezoning of approximately 22.00 acres from Agricultural (A-2) to General Commercial (C-2). The property is located in the northwest corner of the intersection of Route 522 (Zachary Taylor Highway) and Route 623 (Chopping Road). The property is further identified as a portion of tax map parcel 28-97, in the Mineral Voting District. The 2006 Comprehensive Plan designates this area of Louisa County as Agricultural adjoining Community Service in the Lake Anna Designated Growth Area.
Public Hearing - CUP03-08; Chris Hilkert, Applicant; H. William and Melissa Gard, Owners; request the issuance of a conditional use permit in accordance with Section 86-107. (3) Height regulations of the Louisa County Zoning Ordinance to allow for a 47-foot residence height where a 40-foot maximum is allowed. The property is located on the west side of Route 522 (Zachary Taylor Highway) in Georgetown Estates Subdivision, Lot 7. The property is further identified as tax map parcel 15E-(2)-7, in the Mineral Voting District.
Public Hearing - CUP01-08; SBA Towers II, LLC, Applicant; Elda Mae Hardin, Owner; Darvin E. Satterwhite, Attorney/Agent; requests a conditional use permit for the construction of a 199 foot telecommunications monopole on an Agricultural (A-2) parcel. The property is located near the intersection of Bickley Road and Old Bickley Town Road (Route 642). The property is further identified as tax map parcel 55-94, in the Patrick Henry Voting District.
Public Hearing - CUP02-08; David and Susan Clark, Applicants; David and Susan Clark (REES Holdings IV LLC), Owners; request the issuance of a conditional use permit for the operation of a commercial stable, to include a boarding facility, riding academies and hosting events. The property is located on the northeast side of Route 646 (Yanceyville Road), at the intersection with Route 604 (Roundabout Road). The property is further identified as tax map parcel 57-15, in the Mineral Voting District.

NOTICE OF PROPOSED REAL PROPERTY TAX INCREASE
The County of Louisa proposes not to change property tax levies. The proposed tax rate is the same; however the tax due may increase because of the general reassessment.
1. Assessment Increase: Total assessed value of real property, excluding additional assessments due to new construction or improvements to property, was less than last years total assessed value of real estate by an average of 1%.
2. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $.62 per $100 of assessed value. This rate will be known as the “lowered tax rate.”
3. Effective Rate Increase: The County of Louisa proposes to adopt a tax rate of $0.62 per $100 of assessed value. The difference between the lowered tax rate and the proposed rate would be $0.00 per $100 or 0 percent. This difference will be known as the “effective tax rate increase.”
4. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the total budget of the County of Louisa will exceed last year’s by 6.62%.
A public hearing on the 2009 proposed tax rates will be held on May 5, 2008 at 7:00 p.m. in the Board Meeting Room of the Louisa County Office. The Board of Supervisors will accept written or oral public comments within such reasonable time limits as shall be determined by the Board.

PUBLIC NOTICE
BOARD OF EQUALIZATION
COUNTY OF LOUISA
Public notice is hereby given that the Board of Equalization for Louisa County will meet on the days hereafter listed for the purpose of hearing complaints of inequalities. Upon hearing such complaints, either oral or written, the Board will give consideration and INCREASE, DECREASE, OR AFFIRM such real estate assessments. The taxpayer or agent must prove that the property is not uniform with other similar properties or prove that the property is assessed in excess of its fair market value.
Appointments will be scheduled every 15 minutes consecutively, to minimize waiting. To appear before the Board of Equalization, please call (540)967-3450, between the hours of 8:30 a.m. to 5:00 p.m.
All property owners wishing to be heard must file an application for a hearing on or before March 31, 2008. Any property owner who fails to meet the filing deadline will not be heard pursuant to Section 70-118 of the Louisa County Code.
All hearings will be held in the Board Room of the County Administration Building. The dates and times are:
Tuesday, April 15, 2008 6:00 p.m. to 9:00 p.m.
Wednesday, April 16, 2008 6:00 p.m. to 9:00 p.m.
